As President of EPCOR USA, an indirect wholly owned subsidiary of EPCOR Utilities Inc., Joe is responsible for water, wastewater and natural gas services to over 360,000 people through more than 215,000 service connections in 37 communities and 11 counties across Arizona, New Mexico and Texas. Under Joe’s leadership, EPCOR USA has received the coveted Director’s Award of Recognition from the EPA’s Safe Drinking Water Partnership and has entered into innovative water agreements that shift water resources from agricultural to residential use as growth occurs.
With more than 300 private water utilities delivering service across Arizona, Joe also brings the private perspective to Arizona’s water policy, education and communications. He serves on the Advisory Board of Arizona State University’s Kyl Center for Water Policy at the Morrison Institute and is a member of the external advisory committee of the Water Resources Research Council at the University of Arizona as well as the University of Arizona’s Water, Environmental and Energy Solutions External Advisory Board.
Joe has served as president of the National Association of Water Companies, which represents the nation’s private water utilities that collectively serve more than 73 million people. Private water companies provide service to 1 in 4 Americans, and Joe has testified to the U.S. Senate Committee on the Environment and Public Works about the challenges facing the nation’s water infrastructure.
